C-6208, C-6209, C-6210 AND THE MODIFICATION OF C-4421, C-4321, C-4327,
C-4326, C-4424, C-4426 AND C-4494.
DEAR MR. MARVIN PLANNER REGIONAL DIRECTOR,
THE PROBLEM OF RAPTOR MORTALITY HAS NOT BEEN
STOPPED, DUE TO NON-ENFORCEMENT. YOU CAN STOP IT, YOU DO
HAVE THE POWER, AND SO DOES THE FEDERAL ATTORNEY TO ENFORCE THESE LAWS
THAT PROTECT RAPTORS.
YOUR GOING ALONG WITH U.S. WINDPOWER AND
ALAMEDA COUNTY IS GREAT POLITICALLY, BUT THIS PROPOSAL WILL STILL
RESULT IN RAPTOR MORTALITY. PLEASE RECONSIDER, THE PAST HISTORY OF KISS
AND THE ATTRITION, THE CLOSED CIRCLE OF ENVIRONMENTALIST, THE CLOSE
INVOLVEMENT U.S.W. HAS WITH THE KILL COUNT AND THERE IS THE PROBABILITY
THAT A FIGURE OF 61 GOLDEN EAGLE IS VERY CONSERVATIVE AND A MUCH HIGHER
COUNT IS PROBABLE.
ALAMEDA COUNTY'S STAFF REPORT, DOES NOT GO FAR
ENOUGH AND, DID NOT EVEN REQUIRE THE MITIGATION MEASURES AS A
REQUIREMENT. THE RECOMMENDATION LEAVES THIS UP TO THE ADMINISTRATOR IF
THERE IS A NEEDED, FOR THE MEASURES TO BE ADDED.
THERE IS A NEED NOW, THERE HAS BEEN A NEED IN THE
PAST, AND THE PROBLEM IS BEING NOT BEING HANDLED IN ANY FASHION THAT
ARE GOING TO END THE INCIDENTS.
WHAT ARE WE DOING MORE STUDIES FOR, IF THE RESULTS OF PAST STUDIES ARE NOT REQUIRED.
1. THE PROPOSED TRUSS (LATTICE) TOWER.
2. THE PROPOSED (CELERY) COLOR BLADES.
3. THE PROPOSED (UP WIND) ROTOR.
THIS SHOWS A LACK OF CONCERN FOR FOLLOWING SUGGESTED MITIGATION
MEASURES OF THE FINAL REPORT. THE FINAL REPORT '92 SAID THESE HAD A
HIGHER MORTALITY RATES.
IF ALAMEDA CO. & U.S.W. ARE INTERESTED IN CUTTING RAPTOR LOSS THESE
THREE ITEMS WOULD BE, 1. A SOLID TOWER, 2. YELLOW SPIRAL BLADES, 3.
DOWN WIND ROTOR.
REPORTS OF RAPTOR KILLS AND INJURY ALONG WITH GOING
TO U.S. FISH AND WILD LIFE. I'M REQUESTING A COPY OF THE SAME REPORTS.
WINDMILLS SHOULD BE REMOVED FROM THE SAME SITES,
ONLY C-6206, C-6208, & C-6210. THE FACT OF VERIFYING
THE NON-OPERATION OF DECOMMISSIONED WINDMILLS IS AT FAULT BY PUBLIC
INSPECTION. INCLUDING BUT NOT LIMITED TO; RESTRICTED
ACCESS, AND THE POSSIBLE USE OF REPAIRING WINDMILLS WHILE IN A
STATE OF DECOMMISSION, AND DECOMMISSIONING BROKEN UNITS.
THIS COULD HAPPEN AS WRITTEN IN THE STAFF REPORT. I WOULD
BE AN AGREEMENT WITH DECOMMISSIONING WINDMILLS THAT ARE IN CLEAR VIEW
OF A RAPTOR SENSITIVE, AND INTERESTED PERSON LIKE MYSELF.
I HOPE YOU WILL ARISE TO CALLING AND ASSERT YOURSELF
TO PROBLEM, THAT STUDIES CAN NOT PROVIDE MITIGATION MEASURES AND THAT A
NEGATIVE DECLARATION CAN' T BE ISSUED.
